PURL and VERS compatibility exceptions - Agent Volumes

Agent Volumes keeps PURL type and VERS scheme matching strict unless a machine-readable compatibility exception says otherwise. Exceptions support validation, matching, and warning context. They do not create package-manager resolution policy.

Current exceptions
